Ballot Description | This ballot is to approve a proposed new work item to create a NISO Recommended Practice for unique electronic resource package identifiers. Members have thirty (30) days to vote on the work item. Your vote options are: Yes (approve the project), No (do not approve the project), or Abstain (from voting). Comments are required for No votes. If you would like to nominate someone to participate on the Working Group (if the project is approved), please provide a name and contact information in your comments. NISO Working Group participation is not limited to NISO members. The proposal was approved by the Information Policy & Analysis Topic Committee on July 20, 2021, and is now being sent to the NISO voting membership for agreement. Electronic resources are frequently purchased as packages. While some of the packages contain only a few titles, others can include hundreds of thousands of titles. Many content providers offer a variety of packages with often similar content. Currently the packages can only be identified by their name in the supply chain, such as invoices, publisher websites, knowledge bases etc. The name for the same package can vary, depending on where it is used. In addition, packages may undergo name/label changes over time and may no longer match information included in library invoices or knowledge bases. It has become cumbersome and work intensive to identify packages across the supply chain. This problem appears at many different places and affects all stakeholders: libraries, content providers and knowledge bases providers. The unreliability of package names can even affect the user experience because the knowledge base packages often provide the basis for availability settings on a library discovery system. The work item is to evaluate and create recommendations for a unique package identifier that provides disambiguation across the supply chain. This project will begin as a Recommended Practice. In order for this item to be approved, a minimum of 10% of NISO's Voting Members must express interest in this work item. |

Yes | Comments received: - This proposal will help us maintain more complete records of the titles in each package to which we subscribe as well as allow us to more easily convey to the cataloguing teams which targets need to be activated. - This proposal will simplify the workflow for electronic resource management in libraries where this work is handled by multiple departments (example: Acquisitions and Cataloguing). - There is particular interest in a solution that will also address perpetual access and the movement of titles between packages to ensure libraries retain access to content when it changes publisher. However, even if this particular aspect of the proposal could not be accomplished, the unique package level ID would still have great value for managing content in the link resolver KB. - The ability to request a title list along with coverage information from providers by providing a package ID would make KB setup and troubleshooting much easier. - Depending on how it’s handled, there is some concern that using hierarchical package IDs to represent packages and their subsets may add additional complexity to KB set up. |
