Abstract: This paper provides a publisher's perspective on the challenges faced developing effective infrastructure in response to this evolving, competitive landscape. More specifically, the paper offers the perspective of what has commonly become known as a "traditional subscription publisher." The views offered are based on first hand experiences of one of these publishers, SAGE, and while many of the issues identified will be common to other traditional subscription publishers it does not purport to be representative of the entire industry. It is an industry that has many players with very different levels of engagement with open access.
